Last night, the Minneapolis Park Board's Administration and Finance Committee approved a measure that is the first step to letting anyone go topless on city park property without being ticketed.

So it's currently legal for anyone to go topless under Minnesota law. However -- if you're in a city park, you could be cited for showing "female breasts" and that language is what's up for removal. The next step in this process is a public hearing August.
