Duluth is currently dealing with what we’ll call “the Footloose ordinance”…a Prohibition-era provision requiring establishments to obtain special licenses if they both want to serve alcohol and allow public dancing.

The provision was enacted in 1925 and never repealed - although it stopped being enforced long ago. “We’ve all been breaking the law a long time,” Duluth alderwoman Roz Randorf said. The Duluth City Council will vote on the amendment in two weeks.
